Change to NIH Biowulf QUICK partition

Biowulf Users,
We have increased the maximum allowable wall time for 'quick' partition jobs
to 4 hours. The default time remains 2 hours.
To make use of this additional wall time, use the "--time" option to sbatch or
swarm. For example
sbatch --partition=quick --time=04:00:00 . . .
Remember that setting accurate wall times allows the batch scheduler to
more easily start your job quickly, so don't increase the wall time if you
don't have to.
There are 36,000 cpus available in the quick partition, including nodes with
up to 120 GB memory, and with infiniband networking. Also, remember that
the per-user cpu limit for this partition (currently 6144) is in _addition_ to
limits on other partitions.
