NIH Biowulf File Transfers

Two new features have been implemented on NIH Biowulf
to aid in moving data into and out of the cluster.
1. Limited transfers from compute nodes. Programs
which have the ability to use a proxy server can
now initiate file transfers from hosts on the Internet.
This includes the following programs:
wget
curl
lftp
rsync
git clone
NCBI sratoolkit, hisat.

2. A new Globus endpoint. Globus transfers can now be
made from nihhpc#globus. This endpoint was implemented
using eight "Data Transfer Nodes" which can operate
in parallel to provide 80 Gb/s of aggregate bandwidth.
